Proposals for the inclusion of solar energy in the My House My Life Program (Law 14,620/23)

A Revolusolar, in partnership with other organizations, actively promoted the inclusion of solar energy in the scope of the My House, My Life Program (PMCMV). Our proposal is based on a community model, strongly based on the national and international experiences of Local Distributed Generation (GD Local). We recognize that the potential of GD, when implemented with broad social participation, can not only mitigate risks, but also generate concrete benefits for the public sector and for the communities served.

During this process, we carried out a collective construction workshop with representatives of civil society, with the objective of preparing an advocacy and communication plan. We also hold several meetings with public authorities to advance the agenda, including:

  • Fernando Marangoni, rapporteur for the PMCMV;
  • Gentil Nogueira, National Secretary of Electric Energy;
  • Hailton Almeida, chief of staff of the Secretary of Housing;
  • Adalberto Maluf, national secretary for the Urban Environment and Environmental Quality.

In the day July 14, 2023, the president Lula signed Law No. 14,620/2023, which recreates the My House, My Life housing program, including important advances related to solar energy:

  1. Execution of works for the implementation of public facilities — including educational, cultural, mobility, sanitation and infrastructure — especially the installation of photovoltaic solar energy systems;
  2. Inclusion of distributed photovoltaic solar generation in remote mode, through consortiums, cooperatives, voluntary civil condominiums or buildings, or other forms of civil association constituted by local leaders;
  3. Empowering local leaders for operation and maintenance of photovoltaic systems;
  4. Minimum reduction of 50% in the minimum billable amount applicable to SCEE (Electric Energy Compensation System) participants registered in the Unified Registry (CADÚnico);
  5. Authorization for sale of excess electricity with public agencies, provided that the generating entity is a beneficiary of a social or housing program.
